Microsoft Service Fabric uses Windows PowerShell scripts for creating a local development cluster and for deploying applications.
First, you must verify and check if the Powershell is installed and enabled on your Server Environment.
Second, consult with the system administrator if any group policy or restriction is blocking PowerShell.
To enable the PowerShell feature on the Windows Server environment:
Server manager: You can drop PowerShell on the server through the Server Manager application. Go to the Features section and select Windows PowerShell.
