The user running the report fits all the system requirements and is on Windows 10.
Cause:
On older versions of Windows 10, there is an issue with rendering the report. This has been documented in at least 3 tickets where the clients were on version number 1511 or older of Windows 10.
Resolution:

Simply updating Windows 10 to the latest version will fix this issue. There is no need to reinstall Excel or Reporting. At the time this article was written, version 1709 was the latest build of Windows 10.
